In return for the mortgage, associations were usually required to take a number of families from local authority housing lists. Subsidisation was becoming increasingly necessary as cost rents were rising very rapidly. The Housing Finance Act of 1972 therefore brought all housing associations into the fair rent system, but Section 5 of the Rent Act of 1968 continued to exempt housing associations from the Act’s provisions on security of tenure, although tenants of unregistered associations gained security in 1974.
